Reports indicate two houses had been built at the original Goulburn settlement by 1823, but it wasn't for another ten years that plans were approved for the town of Goulburn. By 1848 Goulburn had some 1,200 residents.

In 2008, Goulburn's population is 22,000 (27,277 in total for the whole local government area).
